Our souls shine through the little things. To wit: compare the Times' passive-voice/past-tense and the Post's active-voice/future-tense summary of the same story.
Homeland Security Grants to N.Y. and Washington Slashed
The cuts seemed at odds with officials' vows to steer a greater share of anti-terrorism money to the nation's highest-risk cities. (Times)
D.C., N.Y. Anti-Terror Funds Cut
DHS to grant less money to the two cities attacked on 9/11 so more can be given to smaller cities. (WaPo)
UPDATE: ABC News just obtained the form Homeland Security used to justify cutting New York's anti-terror funds by 40%. The Post today mentions the finding but doesn't play it up. The Times posts a similar story.
